Just finished reviewing the latest extortion quotas for the Outer Rim sectors. Compliance is up, but I’m seeing too much hesitation in the local governors. Let me be crystal clear: hesitation is a luxury none of you can afford. If you don't send the tribute by the next lunar cycle, I won't just send a message—I'll send the entire fleet to collect it in person.
